Once those passengers are on public property - it is OK to photograph them - but there are restrictions on how and where those photos can be used (as there should be). Celebrities and politicians, of course, are "public figures" and give up some of those restrictions.
I even "blur" faces so people are not easily identified in photos I use on my sites. Example:
